Where Can I Purchase Email Marketing Software Like Constant Contact And Icontant And Not Pay A Monthly Fee?

Also, called eblast. I want to purchase software that can produce newsletters, templetes, send to mass emails and collect data as well as track incoming and out going emails and information like iContact and Constant Contact which cost $10-$15+ a month. Any suggestions?

    If I remember correctly, Mail Chimp has a free option (with its limits, of course).
